Of course, the "insurgents" in North America were a polyglot of indigenous tribes trying to resist the invading white Europeans - who later became the U.S. Gummint. And in Iraq some of the people who live there - ahem - are, that is, resisting (uh) democracy, which is being given to them by invasion forces of the U.S. Gummint and an assortment of white Europeans . . . (Whew!)
Maybe if we look to some wise guy with a keen sense of history as well as experience in war and peace - say, Churchill . . .

Clearly, these insurgents aren't "rising in revolt against established authority, (such as) a government. Two months after their "election" - the Iraqis HAVE no government. It's "just US".
