Congress hasn't declared a war on anyone!
On September 12, 2001, Congress
should have passed a resolution declaring war on al Qaeda. Under the
"one-war-at-a-time" doctrine, the
"War On Terror" is a rhetorical device - a metaphor that has
served BUSHCO's purposes for mounting an invasion of one of the ONLY countries
in the region that was NOT a clear and present danger to the US.
A rational argument can be made that we should have
punished or toppled the gummints of Syria and Iran for sponsoring ACTUAL terrorist activities counter
to US interests. The US has the MORAL AUTHORITY to attack anyone who has
attacked us overtly or covertly. We have the authority to attack these
countries - which does NOT necessarily mean we have a MORAL IMPERATIVE for war.
I still view the incursion into Iraq as unnecessary and probably unwarranted. No matter
how the administration has spun the reasons for invasion - I don't think they
can cut the requirements for their incursion in 2003 to fit the "just war" concept...
